Biography

Dr. Buffa has consulted with private industry and government in the areas of sales forecasting, inventory control, resources allocation, and budgeting.
He has published several articles in a wide variety of publications, including: Decision Sciences, Journal of the Operational Research Society, Production and Inventory Management, Transportation Journal, International Journal of Physical Distribution and Materials Management, The International journal of Logistics Management, Journal of Purchasing and Materials Management, Journal of Business Logistics, Journal of Leisure Research, Public Productivity Review, Computers and Education, Computers Environment and Urban Systems, and The Journal of Urban Analysis and Public Management. In addition, he has written research reports, served as co-principal investigator on several funded research projects, and presented several papers at professional meetings. He serves on the Editorial Review Board for the International Journal of Logistics Management.
During spring 1999, he lectured and conducted research in international supply chain management in Spain, Finland, and Belgium. He served as a visiting faculty member in residence at the Departamento de Technologias Especiales Aplicadas a la Aeronautica (manufacturing interest group), Universidad Politecnica de Madrid, at the Helsinki School of Economics and Business, at the Helsinki University of Technology, and at the University of Antwerp (UFSIA). During Spring, 2000 & 2003, he served as a visiting faculty member in the International MBA Program at the Helsinki School of Economics and Business.
At Texas A&M he has held several administrative positions at the College and Department levels including: Associate Director of the Office of Research Information for the College from 1973 to 1974; Departmental Graduate Advisor from 1977 to 1982; Assistant Department Head from 1977 to 1984; Interim Department Head during 1983; Ph.D. student Advisor and Chairman of the Ph.D. Advisory Committee from 1985 to 1989; Information and Operations Management Department Head and College Executive Committee Member from June, 1989 to August, 1997; on the University Graduate Appeals Panel from September, 2000 to August, 2002; as an alternate member of the University Committee on Academic Freedom, Responsibility, and Tenure from September 2000 to August, 2002; as Chair of the Personnel & Welfare Committee of the Faculty Senate from September, 2001 to August, 2002, and on the Faculty Senate representing the Mays Business School form September, 2000 to September, 2006; Member, Mays Undergraduate Programs Committee, September, 2008 to August 2009; Member of the Mays Promotion and Tenure Committee INFO Representative (elected), September 2009 to present; Acting Advisor, INFO PhD Program advisor, spring 2010.
